A Constitutional Issue Statement defines a problem in the Cardano Constitution, such as an ambiguity, a procedural gap, or a governance risk, without proposing new wording. Authors submit one on the Constitutional Amendment Portal when they have spotted a problem but are not ready to propose a solution, or when the problem is minor.
An issue statement is useful on its own as a shared record of a governance challenge, and it can lead to one or more Constitutional Amendment Proposals. A single proposal can also resolve several issue statements. Neither document changes the constitution; that still takes a ratified on-chain governance action.
