Constitutional Amendment Proposal

A structured off-chain document that proposes exact changes to the Cardano Constitution and collects community feedback before a constitution update goes on-chain.

A Constitutional Amendment Proposal proposes exact changes to the text of the Cardano Constitution. Each proposal sets out a summary, the motivation, an analysis of the change, and its expected impact. It then goes through a public deliberation period on the Constitutional Amendment Portal, which Intersect opened for alpha testing in August 2026. Authors keep ownership of their proposals; editors facilitate the process but do not control it.

A proposal accepted through this process does not change the constitution by itself. The change takes effect only when a constitution-update governance action is ratified by DReps and approved by the Constitutional Committee. Using the portal is optional, and anyone can submit that governance action directly. To describe a problem without proposing new wording, authors use a Constitutional Issue Statement instead.
